It's possible that some other checks are going to verify the bios by ATI but I definitely was able to do something with the dev_id. Luckily I have 2 of the same cards so if this one is a paper weight then it's not so bad but not great. I'm not sure why atiflash cannot see it as an ati vga device though as the ven_id is still 1002. It seems though if I can do this I might be able to turn my card into a "firegl" without all the driver hacks. I'm trying to reverse engineer the atiflash code to bypass the adapter checks(says 0 atapters found). The problem is! Now the device is not recognized as an ATI product! Windows recognizes it as a vga card but I can't flash it to fix it and put in a valid firegl device ID(which still might not work). So now my card has dev_id 9D99(for some reason I changed it to 9999 but didn't come out that way unless I hit wrong key or something). I flashed my ati bios with a the same bios but changed dev_id(which is amazing as I was actually able to do it).
